What is the European Media Freedom Act and who does it apply to?
The European Media Freedom Act (EMFA) is an EU law (Regulation (EU) 2024/1083) that applies across EU Member States. Among other requirements, it requires designated very large online platforms, including Snapchat, to provide a way for qualifying media service providers to declare their status on the platform.
A media service provider is a professional media organization that has editorial responsibility for news or journalistic content it publishes on Snapchat and adheres to professional standards. This process is intended for established media outlets, not for individual creators, influencers, brand or marketing accounts, or general Snapchat support requests.
Who should not use the media service provider declaration form?
Only media organizations should complete this declaration form. Otherwise, please use the correct channel for your request:
- To report illegal content, please fill out the Illegal Content Reporting form.
- For privacy or digital platform law complaints, use the Privacy Questions Form.
- To appeal a moderation decision on your content or account, use the Content Appeal Request form.

What information will I need to submit a declaration and how do I apply?
If your organization qualifies as a media service provider under EMFA and you operate a Snapchat account as part of that offering, you may submit a declaration to Snap. Submit one declaration per legal entity.
You will typically need:
- Your organization’s legal name, publication or channel name, official website, and country of establishment
- The Snapchat username used for the media offering
- Business, legal or compliance, and editorial contact details, including an email address where Snap can reach you quickly
- Attestations about your status as a media service provider, editorial independence, and applicable editorial oversight or standards
- Links to supporting information (for example, editorial policies, ownership disclosures, press or media body registration, and examples of original reporting)
- An authorized signatory and confirmation that the information is accurate

What happens after I submit a declaration?
We will acknowledge your submission and, without undue delay, let you know by email whether we accept or reject your declaration. A submission does not by itself grant media service provider status; Snap reviews each declaration against EMFA and our policies.
If your declaration is accepted, that status relates to how Snap handles your organization’s content under EMFA. It does not replace other reporting or appeal processes if you disagree with a specific moderation decision.
